Jesus, having just given the first commandment, now adds a second: 'You shall love your neighbor as yourself.' Then He declares that all the law and the prophets hang on these two commandments.

This wasn't new. Leviticus 19:18 had already said, 'Love your neighbor as yourself.' But Jesus elevates it, and Paul later confirms that the whole law is fulfilled in this one word.
